[Philadelphia: Childs and Swaine, 1791. Broadside, 29 x 20 cm, employing several styles and sizes of type. Appropriations were made for expenses of the civil list, for the amount "of one year's pensions to invalids," and for the Department of War, including for "defraying the expenses of an expedition lately carried on against certain Indian tribes" (Gen. Josiah Harmar's failed campaign in the Northwest Territory against the Shawnee and Miami), among others. Evans 23860 (locating the New York Public Library copy). ESTC W14379. Congressional printing of an act passed by the second session of the First Congress, the last session to be held in New York. The law provides for payment of up to $500 for the services of clerks in the army accounts commission, "in the same manner and at the same rate as the salary allowed to the clerks in the department of treasury." The law allocates monies collected from duties on imports and tonnage for various federal expenses, including officials' pay, pensions for invalids, the building of a lighthouse at Cape Henry, Virginia, and compensation to Jehoiakim McToksin for his services as a guide and interpreter on the Sullivan Expedition. [Philadelphia: Childs and Swaine, 1791].. [1]p., on a 11 3/4 x 7 1/2 inches (29 1/2 x 19cm) sheet. Signed in ink by Jefferson on the recto, docketed in ink with Jefferson's name (in another hand) on the verso. Lightly soiled, old folds. Some splitting along folds, reinforced with tape on verso. A few small closed tears to margins, also repaired on verso. Very good overall. A rare and foundational piece of early American legislation and a vital steppingstone on the road to a permanent United States Post Office, signed by Thomas Jefferson as Secretary of State. Originally established under the Continental Congress in 1775, the duties of the Post Office were more or less inherited by the Washington administration at the end of the Revolutionary War. Shortly after the Constitution was adopted in 1789, an "Act for the temporary Establishment of the Post Office" was passed by the first Congress, solidifying its position in the new government.
