Watson made advances to the agent of the Creek Indians for the value of slaves in accordance with an agreement between General Jessup and Creek warriors as an inducement to persuade them to aid in the fight against the Seminoles. The Creeks did their part but the government decided that they shouldn't be compensated for the value of the slaves they were not allowed to take or keep. A majority on the Committee of Claims supported the government and voted to disallow Watson's claim.

Laid in: (1) a sheet of coated paper on which is printed a portrait of an African American man (Underhill?); and (2) an outline for a brief letter about this book to Underhill on a sheet of note paper (Episcopal Diocese of Philadelphia letterhead). According to an autobiographical poem found at pages 71-77, Underhill was born in Pennsylvania and earned his living working in a cafe until he went blind. Thereafter, he stayed home to take care of his three children, and his wife worked to support them until she died, after which his two oldest children worked to support the family.
