This famous code is well worth studying; it was the first comprehensive attempt to regulate relations between Indians and Spaniards and is, in effect, the adumbration of the policy that was finally codified in the >i>Recopilacion de las leyes de Indias. Its application here is that it contains the relatively complete plan for the reduction of the Indians to villages, which is the subject of the second part of this paper.
