This work the result of a year-long study of penological practices across the globe, from the criminal tribes in India, Japanese penal institutions, and the Parchman prison farm in Mississippi. John L. Gillin (1871-1958) was president of the American Sociological Association and showed little qualms at Parchman Farm's use of the strap as a disciplinary practice.
