Black textured cloth, titles and Texas star in gilt on the cover, titles stamped on the spine. Edges trimmed. Owner ink stamp on back endpaper "John S. Mayfield Curator of Manuscripts and Rare Books Syracuse University Library" with a few pencil annotations by him and his father. Edges lightly foxed. Gilt lost from spine titles. Corners bumped and spine ends rubbed, spine sunned. Neff was a merciless prosecutor, prohibitionist and strict educator who served as Governor of Texas 1921 - 25 and President of Baylor University 1932 - 47. Collected here are memoirs, addresses and proclamations from his time as Governor.

After his term as governor , he went on to become President of Baylor University in Waco. The many essays in the book are political writings of his term in office from the inaugural address to his farewell. A faded black with gilt lettering on the front and spine.
