Appendix entitled "A Short Bibliographical Review of the Origin and Development of the Idea of the 'Society of Nations.'" De Kay (1872-1938) was the author of approxinately "twenty books and several plays, amassed and lost a number of fortunes, and pursued by charges of fraud for various financial deals, spent many years dodging extradition proceedings across Europe.
