Identified on the title page only as "A Citizen of the United States," author Niles was a lawyer, editor and politician from Connecticut.

The covers show scuffing and light soiling, edge-wear, and light rubbing to the joints, corners, and spine-ends. There is some wear/cracking to the front hinge, but with the binding solid. The contents are bright and legible, but with some scattered foxing and soiling throughout. .
