This is an empirical study of the exercise of power in government committees based on intensive observation and interpretation of the behavior of twelve local government committees as they met and made decisions in the small groups laboratory at Yale University. The book focuses on political power and shows how that concept can be analyszed to generate significant findings for political scientists. This is an important early work of one of the pre-eminent 20th Century American political scientists.
