The primary issue of American foreign policy from 1968-1976 was a response to an increasing Soviet military power. As a result of Watergate, Kissinger began to take over foreign policy matters more and more. This book is largely an account of how Kissinger was able to move the United States away from Nixon's traditional containment policy to "tri-lateralism" and a greater dependency on collective security organizations. He also argues that Watergate was a set-up to oust Nixon.
