A sociological and economic study of the Black ghetto in the 1940s by the first African American person to be appointed to a cabinet-level position in the White House. Weaver would serve as the first chairman of housing and urban development under Lyndon Johnson, 1966-1968. He was an economist by training, a professor, and one of the most prominent Black intellectuals of the early Cold War.
