Hawkins (pp. 77-91) on "Captain Mahan, Admiral Fisher and Arms Control at the Hague, 1899. " The U.S. entered these negotiations from a position of strength following the Spanish-American War. Also contains articles on naval tactics and their influence on strategy, low intensity conflict and a strategy of deterrence, responding to terrorism, and the Chiefs of Staff and the higher organization for defense in Britain 1904-1984.
