Washington DC, 1897. Very good. Long is writing Phillips regarding a memorial to a Alexander H. Rice that took place in Boston. He suggests that Phillips write to the Mayor of Boston to secure a copy of the memorial. J. John Davis Long (1838-1915) was an American lawyer, politician, and writer from Massachusetts. He was the 32nd Governor of Massachusetts, serving from 1880 to 1883. He later served as the Secretary of the Navy from 1897 to 1902, a period that included the primarily naval Spanish-American War. As President McKinley's Secretary of the Navy, he modernized that department.
