Softcover, original government publication in original wraps - not a rebound library edition. Tan wraps are in rough shape and has numerous chips and large sections missing, which is the reason for the poor condition grade. Front cover hinge is pretty fragile and should be reinforced. Despite the rough exterior the interior binding is good with no issues. Pages are toned due to age and some spotting and foxing is present. Title page also has tears in the upper left corner. No signatures or bookplates found, no handwriting, no library markings present.
