Government Printing Office, 1918. First Edition. Trade Paperback. 16 pages. James D. Phelan (1861-1930) was Mayor of San Francisco 1897-1902 and U. S. Senator from California 1915-1921. He was an active supporter of the anti-Chinese, anti-Japanese movement in California and nationally. First edition (first printing). Very good in tan wrappers (paperback). Wrappers are browned and paper is fragile with small edge chips.
