After studying and labor organizing in Trinidad, La Rose moved to Britain in the 1960s where he decided to employ himself as messenger to the world of Caribbean letters. As co-founder, along with Andrew Salkey and Kamau Brathwaitre, of the Caribbean Artists Movement, he launched New Beacon Books in 1966 to act as their publishing house, thriving also as a bookstore to this day in Britain. Foundations was aptly titled as the premier New Beacon book for the mission.
