Mexico; & Staatsbibliothek zu Berlin) Speech and documents relating to the meeting in this capital of the governors of the states, summoned to provide for the demands of the federal treasury in the aftermath of the Mexican-American War. Signed on p. 14: Piña y Cuevas. Second section has title: Documentos. "The invasion of the Republic in 1847 did not produce only the misfortune that is the dismemberment of its territory, but the loss of its income, and great embarrassments to repair it. Maritime customs suffered because of the large number of foreign goods that were introduced during the occupation of the ports, and because a long border approximates our populations, near which others from the neighboring nation have been established and continue to form, which serve as an asylum for smugglers, it is very difficult to find a means of avoiding the fraud of rights, since this, which was the main resource of the federation's treasury, is in astonishing decline. … Meanwhile, the national debt increased considerably, due to the absolute suspension of payments during the war, and due to the large sums that it cost to support it, obtained by exactions that prepared the treasury enormous liabilities, and by very onerous loans."
