"This study has involved two major aspects: a cost benefit analysis of Victoria's existing irrigation system, using the readily available information on costs and benefits, and an analysis of alternative measures for improving the efficiency with which the water resources presently committed to irrigation are used in the future. In assessing the efficiency of the current system for allocating water and alternative future allocation measures, we have in mind the objective of using the State's water resources in such a way as to maximise the availability of goods and services to the people of Victoria over time.
