In the historian-author's Foreword dated February 1961, he writes "No commonwealth, unless it is Texas, is presumed to have a more widely acknowledged personality than Vermont". He adds at the end of his Foreword, the citizens whose stories are recounted here, "were not chosen because they are all historically important but because they are the kind of people and events that have always been characteristic of Vermont--and because Vermont is what they made it". 17 chapters and an Epilogue follow.
