(Kaiser) brings into the debate factors that others have ignored, most notably the influence on foreign policy of domestic political and economic conditions in 1946 and 1947 in the United States and Great Britain. 'The Truman Doctrine - the beginning of the Cold War - was closely tied to the events of its time, events largely forgotten now, but crucially important then', writes Kaiser. 'Who recalls the fuel crisis of February, 1947, when Britain appeared for a moment on the verge of utter collapse? Yet without the crisis, there would have been no Truman Doctrine and no Marshall Plan in 1947. Who recalls the strength of the anti-British feeling in the American Congress after the War? Yet it was that emotion, and President Truman's fear of its influence, that was largely responsible for the strident tone of the Truman Doctrine speech. (This book) is more than a reassessment. It is based in part on the author's personal interviews with world leaders who played important parts in the events discussed - Dean Acheson, Clark Clifford, Averell Harriman, Clement Atlee, and Richard H.S. Crossman, among others."
