Philadelphia: C.F. Taylor, 1901. Hardcover. 704p., corners bumped, spine lettering dulled else very good condition. Includes sections on proportional representation, public ownership of utilities, and other facets of local government of continuing relevance today. Aside from its other interesting content, this work is an example of the effects of the spelling simplification campaign at the time; published is rendered as "publisht," through as "thru," etc. There is an explanation of the spelling reform movement on the verso of the title page.
