The American President and his closest advisers are working on a top-secret plan to build a vast underground complex - in readiness for a nuclear war - which will not only house the nation's retaliatory weapons but will also provide the deepest shelters for the country's elite,while the rest of the population will be left to perish. Naturally,the plan has to be kept from most of the American people,and from the rest of the world.But Senator Roos,one of the small group who are in the know,has a younger brother, Peter,a physicist,who is convalescing in the Senator's home from a head wound received in Vietnam,and trying to fill the amnesiac blanks in his mind.Peter's brain is playing strange tricks: he finds that he can hear sounds normally inaudible to the human ear,and receive other people's thoughts and even their dreams.He begins to become aware of the top-secret plan, and at the same time the men behind the plan begin to realise that he is a security risk.
His struggle to break the news,and their determination to control his mind or to destroy him,are the opposing elements in a very tense psychological thriller.This is masterly story-telling,and builds to a shattering climax. Author's 8th book,and winner of the Nebula Award in 1968 for her story 'The Planners'.She is married to Damon Knight.
