In 1789, after the Revolutionary War and the great westward expansion had left the Presbyterian Church with a critical shortage of ordained ministers, the Synod of Virginia established a Commission of Synod charged with the task of seeking men to travel as missionaries. On September 24, 1790, the Commission appointed its first missionaries: Carey Allen and Robert Marshall were sent to Kentucky, and William Hill to eastern Virginia..
